Meet First Steps

Learning begins long before the first day of school

Both a state-funded agency and a 501(c)(3) nonprofit, we leverage public and private resources to deliver proven programs and innovative strategies that improve early childhood health, well-being, and development.

How do we do this?

Through a network of local partnerships, we provide services in the areas of health, parenting, early care and education, and school transition. We also exist under the umbrella of the state agency, SC First Steps, which convenes and supports the Early Childhood Advisory Council, a collaborative body representing the state’s early childhood system.

Our History

In response to South Carolina’s struggles with early childhood education in the late 1990s, the state legislature established First Steps in 1999 as a public-private initiative to improve kindergarten readiness and reduce long-term remediation costs. 

As a result, in 1999, the South Carolina General Assembly created First Steps through a legislative act to improve outcomes statewide, direct funding toward high-impact interventions, and reduce long-term remediation costs by increasing kindergarten readiness. 

The act called for the creation of a state-level office as well as local partnerships in every county throughout South Carolina. Thus, Greenville First Steps was created as the designated local partnership for Greenville County, the largest and most diverse county in the state.  

Initially launched with a sunset clause, the initiative proved so successful that it was renewed multiple times and became permanent in 2022. Greenville First Steps has been operating as the county’s leading convener and connector in early childhood development since 1999.

To serve as a convener of early childhood champions to coordinate services that measurably improve the early development of all children in Greenville County.

What Readiness Means to Us

We believe school readiness begins before birth. It means a safe home, strong bonds with caregivers, access to health services, and early learning opportunities that build confidence and curiosity.

Why Does This Matter?

Nearly one in seven S.C. children are assessed as not ready for first grade. Conversely, studies show that 90% of brain growth happens before kindergarten.

Research studies repeatedly show that children who arrive unprepared for first grade’s challenges have a difficult time catching up and succeeding throughout the rest of their school years. Many of these students drop out of school or do not find fulfilling, productive jobs after high school as a result of their slow start. A child’s readiness is determined by many critical components, including good health, nurturing parenting, and positive learning environments.

High-quality early learning experiences in the home, childcare, and school settings allow children to thrive at a time when the brain is most formative.
